I've read through numerous complaints re WIFI start, but non with my configuration. So I put laptop into suspend and WIFI doesn't start on wake up.
I am able to start it up with "sudo service network-manager restart".

I am having a similar problem with LM 18 MATE 32-bit. After suspend, sometimes it restarts and sometimes it does not. Sometimes when it does restart after suspend or log out and log back in, the Ethernet icon appears in the panel and at other times the wireless icon appears in the panel. When the Ethernet icon appears, I have wireless service but NO wireless networks are shown and it is grayed out. This is rather disturbing considering that this is the very first time I've had a networking problem going all the way back to Linux Mint 11 and also all the way back to Ubuntu 5.10.

I gave up; couldn't find any satisfactory solutions anywhere, so I went back to Rosa and all is fine; better than fine.

I may have to reinstall LM 17.3. Time will tell. I sent a note to Clem about the 30+ forum postings in the past week about wireless problems in LM 18.

Yes. One other solution is to switch to another non-Debian/Ubuntu/Mint distro. After about 10 years using Ubuntu derivatives that's what I did. There are many other good distros to choose from which will work just fine for you.

Back up to date with Serena and have been playing around with different kernels. 4.5 seems to be OK with restarting network after suspend. I have tried several other kernels up to 4.93 and they all balk at restoring network or wifi after suspend. I will look into editing kernels and see if I can see what is different that can cause the network problem.
Edit: 4.9.3 hasn't crashed wifi for a number of suspends. One thing I'm not using though is the VPN PIA. Anyways running smoothly.

It is now more than a year later. I am running LM 18.1 MATE and have applied all Level 1,2,3 updates. This wireless wake up from suspend problem still exists.

Here's a bash script (with all instructions of what to do and where to put it) which I have had to use in Xubuntu 16.04 which may also work for you.
