Problem:
I have a HP 250 G4 Notebook PC that runs both Windows 8.1 and Linux Mint 17.3 Cinnamon.

Hardware and software listed above.

The Bluetooth interface works under Windows.

Under the Linux OS, the PC will not discover other Bluetooth devices and cannot be
discovered by other devices, even though Bluetooth and Visibility are turned on.

Both the bluez and blueman packages have been installed. My username is included
in the bluetooth group.

Why is Bluetooth not working and how can the problem be fixed?

I may be way off here but my experience may just help.
I could not get bluetooth to work with my Fitbit Charge on my LM17.3 laptop.
I installed Galileo and that solved my bluetooth problem with Fitbit.
Since Galileo is not just for Fitbit but rather a bluetooth application it may help.
FYI I do have to enter the sudo galileo from the terminal to sync my Fitbit

This is a HOW TO install Galileo although it was written for Fitbit it is applicable for Galileo in general.

Broadcom bluetooth devices usually require firmware that is not allowed to be distributed. There is an answer on another site that may help you find the appropriate hex file from a windows driver and use Jesse Sung's hex2hcd to convert it to the hcd format needed for LM

If you need help figuring out which device in the lsusb[/code] output is the bluetooth device, just post the results and I should be able to spot it as some don't say it is a bluetooth device

I have loaded the firmware as suggested and have been able to transfer a file from another computer.

(1) What does the failure of HCI_OP_READ_LOCAL_VERSION mean?

(2) I need to be logged in as superuser to get it to work.

(3) If I run the manager, I can turn Bluetooth on, but I cannot turn Visibility on.
The manager tells me that Bluetooth is disabled. Even so, I can transfer a file
from another computer.

(4) I have been unable to pair with the other computer.

(5) If I am logged is as superuser, hciconfig and hcitool work.

You may have better results doing a shutdown followed by a cold boot compared to a reboot

I have turned the computer off and re-booted a few times and the situation has not changed.

I have searched the Ask Ubuntu forum and found that there have been several reports of
similar problems with the Broadcom 43142 adapter on a range of machines. I have not found
any suggestions that might solve my problem.

Are you using the Fitbit Dongle ? as I believe Galileo only works with the Dongle at the moment, they are working on native bluetooth support
