So the internet connection is down here at home but I created a mobile hotspot using my phone and as you can see, I'm able to connect.
The question is:
The phone appears to create two connections listed in Mint's network connections:
-Under 'wireless' in network manager with the name I selected for the hotspot. This works fine.
-Under a separate heading, 'mobile broadband,' a generic item named 'MotoG3 network' appears (my phone is a moto G3.) I can connect to it but it doesn't give me internet access.
What is this second connection, and why do two connections appear?

I suspect that the second connect is the broadband connection of the phone itself and has no Internet throughput just data packets.

I suspect it's similar to my wireless printer connection is shows in Network Manager and I can connect to it but it does nothing other than print. Same with your cell phone it's on the network but there is no throughput. You could use it perhaps to download files off the phone but no throughput.

Is this your laptop?
does your laptop have an internal mobile card (connects to the mSATA, next to your ram)?
Is there a slot in the laptop (behind the battery) where you can plug in a SIM card?
My Lenovo T420 has those and I can use AT&T to have broadband Internet when I'm out in the Field.
