LM 18.2: Network Manager Does Not Start After Boot & Login

All,

I am having an issue on a Dell XPS 13 9360 laptop where Network Manager sometimes will not start after initial boot and login. Below are specifications about the PC using inxi:

Via another thread on UbuntuForums, I found a wireless script that can help diagonse wireless issues. Here is what the wireless information looks like when the device is connected:

When network manager wireless does not after boot and login, here is what the wireless script states:

In the second script, you can see network manager will not start. A workaround is restarting network manager via systemctl. This works every time. This laptop is not mine and the account used on a daily basis does not have sudo access. My laptop (while not a Dell XPS) is running the same version of LM 18.2 and I do not have any issues at all. Does anyone have ideas on how to resolve this?
