Why does my connection always start off fast, and then tapers off to 0 byte per second?

This problem happens only on a certain WiFi network or two.
I always have to turn off Wifi on my laptop and then turn it back on.

What commands should I run to figure out what's going on?

When you are using one of the networks that suffer from the issue see the wireless script link in my signature and post results
