Found this on search for kernel 4.15.0.xxx and broadcom driver, there is an issue with Ubuntu 16.04 and broadcom drivers with a fix:

Mint Mate 19.1. Main rig is HP 800G2 I5 6500 16GB ram, 120GB boot drive, 2x3TB, 1x4TB data drives. Oldest rig is Mate 18.3 on Dell D620 with 32bits core duo.

Jermey, Athi, Many thanks for your help and support. In the end I gave up and muscled my way through deploying LAMP server together with Composer and Laravel onto my windows machine. It was hell, but I got it done on my 10 pound 17" laptop. So now I am off to sunny Cuba for a couple of weeks of RR .... together with my work.

That is a totally different issue as Ubuntu 16.04 repositories didn't have the updated bcmwl-kernel-source that could be compiled with the 4.15 kernel as stated in the answer. This is not the issue with Mint 19 and the 4.15 kernel
