Bluetooth on Linux Mint

I am using 3 laptops running Linux Mint (17.1 , 18.2, 18.3 ) . I'm trying to use a JBL charge3 speaker though bluetooth . I have the Mint 18.2 operating thanks to help from this forum but have failed on the other 2 laptops despite having tried everything I can find on the web. I have removed blueberry and installed Blueman and bluez and everthing I can find associated with it on all machines. Since I am with the Mint 17.1 machine I will work on it.
One of the things that confuses me is hci . I'm not sure what it is but when I run hci scantool or hciconfig scan it returns no device available. Another is the rfkill list only shows Wireless LAN. The dmesg | egrep -i 'blue|firm' command shows all bluetooth functions in order as far as I can tell. When the machine boots I am prompted to enable bluetooth but nothing happens. I have seen the device window appear but with no functionality.
