Mint 19.1 does not detect wifi networks but windows 10 does?

I am having issues with my Linux Mint 19.1 boot not detecting my wifi networks. I am aware there is no driver for my intel-wireless ac 9260 but when I went to try and update the firmware, I already have all the firmware I need and fully up to date. This occurred around the day after I upgraded my linux kernel to 5.0.0-20-generic.
I would really appreciate if there is anything that could be done other than re-installing my operating system, as my wifi drivers run correctly and just fine when I boot Windows 10 on the same laptop.

So after playing with some settings and doing a shutdown instead of a reboot, my wifi is back up. Would anyone happen to know why this happens? (For like, future reference in hardware and networking). :?
