Wireless fail with 19.3

I upgraded to Linux Mint 19.3 when it left beta in December, and for almost a month I suffered from Wi-Fi outages. I am using a Panda Wireless PAU09 N600 adapter which had given me good service for about a year; suddenly it was almost impossible to get through a single day without Wi-Fi grinding to a halt. Most of the time unplugging and replugging the Panda was the only thing that would bring it back, and sometimes not even then. In that case rebooting would sometimes get it going again. Sometimes not, and then it seemed just trying over and over until it mysteriously started working again was the only option.

I finally decided I'd had enough, and used a snapshot to revert to Mint 19.2. That was nine or ten days ago, and while I just did have another Wi-Fi failure it was the first since I reverted.

So clearly something has broken under 19.3 that makes it unusable for me.

Please generate an overview of your system like this:
- Launch a terminal window (this is how to launch a terminal window);
- make the terminal window full screen, to avoid chopped lines;
- Copy/paste this command into the terminal:

inxi -Fxz
(if you type: the letter F is a capital letter)

Press Enter.

Copy/paste the output in your next message.

Do the same with the following four commands:

iwconfig

lsusb

With the dongle plugged in an working please go to a terminal and issue these commands and post the outputs here.
