My new Mint 20 machine gives w-fi strength 35% at the same location. Its inxi report is

I have 6 different devices that use wi-fi in my house, not counting the other 3 hardwired devices to my routers...all the wireless devices, (computers as well as 3 Roku TV boxes that are from different series and manufactured with different components and different years), will have different strength percentages based on the fact that the wi-fi device, and or drivers built into your items will probably have different manufacturers, different specs, etc., some being more powerful than others and some less powerful...that is my case and will be the same for you as well...DAMIEN

I don't think this is a problem...

I often see signal strength vary greatly between machines. I've also seen a major difference between different WiFi cards in nearly identical machines. Plus, at the typcial WiFi frequencies a small change in position can effect signal strength due to obstructions and reflections. I'm not an expert in antenna theory, so I'll defer any detailed analysis to the true experts. :D

Generally the newer machine should be better, but in this case the newer one gives 35% signal strength while the 5.5 years old one gives 90%.Surely there must be some tweaks to increase the signal. I am testing with the same kernel version

I have tested various devices sitting right in front of the router when i tested this theory some years ago and being almost on top of it, got different readings regardless of being on top of it and of course you get lesser the further away...DAMIEN

I would say the difference is in the wifi chipset and drivers used by the different machines.
That being said install linssid and it will show you the router channels and congestion on each one.
This is sometimes a factor in signal strengths. Good luck in your search.

I would say the difference is in the wifi chipset and drivers used by the different machines.

However, newer doesnt always mean better...especially in todays throw away society...at one time, things were built to last...now there built not to last, purposely so as to keep you buying and therefore perpetuating the economy...There is also the corporate culture that manufactures Good, Better, and Best in order to get best, you must pay the most to get it...its all relative...DAMIEN

Power management for the adaptor may be responsible, however as you are referring to your newer HP 15 laptop they are notorious for bad antennae implementation.

Are wlan cards connected to the router on the same operating frequency? On 2.4 GHz band you will get better connection at far distance, on 5.2 GHz band you will get faster connection at close distance. For comparing wlan cards capabilities, testing with a real network throughput would be more relevant than signal strength.

For that test you can use iperf3. One computer, iperf3 server (iperf3 -s), connected to the router with gigabit ethernet. Tested computer with wireless connection to the router, iperf3 client (iperf3 -c server_ip_address -i 1 -t 13 -P 4 -O 3), sending and receiving data to iperf3 server.

Thank you. My wi-fi connection used to be spotty, but after this the connection is stable.
The network information changed. I dont know why or what does it indicate?

You have a new driver now rtl8821ce, you had rtw_8821ce before.

I suspect the answer, as people have been hinting at, is that WiFi is just radio. Some radios are better than others.

linssid reports the strength at 80%.While hovering the mouse over the right hand bottom on wifi icon indicates 40 %. I assume linssid is the correct figure.

I would trust linssid However it usually depicts a figure in dbm not percent and -80 would not be that good. -40 to -10 would be normal.
The closer to 0 zero the better.

Something else to think about -- separate those machines by at least 8 or 10 feet and see how the signal strengths are. Situating two wife radios next to one another isn't going to work well just due to the nature of the radio signal interference. You've got one radio auto setting to -20 db (yelling) while the other is auto attenuating the signal (-90 db) to let the other radio signal at the moment you took your iwconfig read.
