The blue light

The little blue light that appears in the upper left corner of the screen doesn't pop up my running programs all the time. Why?

it doesn't work if you click or just put mouse pointer on it.
put mouse pointer on blue corner, and force that corner with moving pointer.
repeat this action and you can see how it work.
you must have at least two open windows.
Linux mint 17.3 KDE

You can turn it off under System Settings -> Workspace Behavior -> Screen Edges

Then click the upper left corner and select "No action"?

yup. Works.
