Panels must not overlap.

I wish to put 2 panel bars at the bottom of the screen, one exclusively for tasks, the other one or maybe two for statistics and clock, controls, etc.

If I pull up the only task bar, the clock time display and many controls grow akwardly, blocking and squishing the taskbar.
But if I create a second panel and put it on the bottom, it overlaps with the first one, unlike in Gnome2 (tested with an OpenSuSE from 2009), where they are put on top of each other.

How do I put the panels on top of each other?

KDE Plasma and Gnome are vastly different as to how you can create/configure panels. The KDE wiki offers more info on configuring Plasma than Mint specific can because of the number of different DE Mint supports.
