Hi MicroM,
It would help to know more about your system setup. If you run "inxi -Fxzd" and "lsusb" from the console terminal prompt, highlight the results, copy and paste them back here, that should provide enough information.
If you are using Linux Mint KDE 18.3 rigtht-click the system tray icon and select preferences and also check the startup apps and remove it from there. I really like Klipper.

The Clipboard (Klipper) configuration has no option to disable. From what I've seen from researching this is that Plasma 5.5 did. I'm on 5.8.9
There is also no listing for this program in Startup & Shutdown in System Settings.
In your signature you have listed KDE 18.3. Do you have this option?

I am currently in Cinnamon 19 to help out other Linux Mint member posts, so I cannot test this at the moment."Klipper" is part of the plasma-workspace package and cannot be uninstalled without removing all of KDE.
It can be disabled by going to System Tray settings > General > Extra Items. Uncheck "Clipboard".

I hadn't realized that the system tray settings was only accessible from the taskbar tray arrow icon.
