Could not save properties. You do not have sufficient access..

When trying to change the icon on one of my .desktop files (on my own desktop), I get:

"Could not save properties. You do not have sufficient access to write to /home/dave/,,,

Description: KDE neon User Edition 5.15
Release: 18.04

sudo chown -Rc $USER:$USER $HOME to fix ownership properties in your home folder.

I saw your other thread about frequently breaking Linux. This sort of issue tends to come from using sudo when you don't need it and/or using sudo to launch GUI apps (which will slowly break your system by putting parts of your home folder under root access)
