Keyboard Shortcut Ctrl-F1 Double Usage on Mint 18.3 Xfce 64-bit

- I experience the very same problem as in this post: viewtopic.php?t=249505
- on my very fresh installation of Linux Mint 18.3 Xfce 64-bit, the Ctrl-F1 shortcut - used by XFCE to switch to virtual desktop 1 - also activates some weird 'windows may only be dragged/moved by 5 pixels but no further' behavior
- pressing Ctrl-F1 again disables this very weird mode again
- this is driving me nuts
- Has anybody any ideas which application/environment registers this shortcut and how to disable it?

Not sure my reply helps you any, but i can confirm this odd behavior exists on my four XFCE4-based mint-systems (2 desktops, upgraded from 18.0 to 18.3; 2 laptops minted fresh as 18.3). Because i don't have much use for "workspaces" per se, i can live with that problem. I did some snooping on my systems, but could not find a clue as to what hijacks that key sequence. Just for kicks, i've booted up ubuntu's recent xubuntu 18.04 live dvd. SURPRISE: this odd (buggy?) behavior seems to have been fixed -- windows in every workspace can be moved & resized freely, there's no "pixelized" or stepped movement i can see. Final observation: Mint's versions of XFCE's components are 12-18 months out of date / behind the maintenance / patch cycle. so we may just have to wait for LM 19 to arrive, hopefully sooner than later ...
