Panel-focus with Audacious in Winamp mode

I'm running Mint 19 64-bit (clean install, not upgrade) with Xfce version 4.12, xfce4-panel version 4.12.2, and I listen to music with Audacious 3.9 in the Winamp mode.

The problem: When Audacious is not in focus and I bring it into focus using the Xfce panel, it only brings the playlist into focus, not the controls. The attached image shows what I mean:

Here xfce-terminal is overlapping Audacious, but only the playlist is brought into focus over the terminal. This is particularly bothersome if I bring it up while a browser is maximized, for example, since then I can't access the controls with the mouse at all.

If I bring Audacious into focus using Alt+Tab instead, this problem doesn't happen. It's only if I click on xfce4-panel.

The problem didn't happen under Mint 18.3, nor does it happen under Fedora 28.1.1 64-bit with Xfce 4.12, xfce4-panel 4.12.2 and Audacious 3.9. Since those are the same versions as under Mint 19, it must be something specific to Mint, but I'm not sure how to proceed.
