I recently had this same problem. For me, it was activated after I had run "autoclean" in Terminal. A solution I found elsewhere (I'm sorry, I don't have the original link available) was the following command:
dconf reset -f /
However, one word of caution: I would suggest researching this before applying it. I believe it will clear certain desktop settings to defaults, which may cause you other problems if you have many specific changes you have made.
