I think it's actually more program specific, not Desktop Environment. See the bug here for details.

On my Mint 19 XFCE system:

OK, gotcha. To be honest, I don't remember installing
xfce4-clipman
. Maybe it was installed when I added the xfce4-clipman-plugin
to the panel (did I install something then? Who knows... ). I checked my command history, but it didn't go back that far.I do remember having similar issues with Mint 18.3 Cinnamon, especially annoying with LibreOffice 5/6.
