Mint XFCE panels have disappeared

Mint XFCE panels have disappeared

I am trying to fix my friends computer. Panels and Windows Max,Min,close buttons are gone
If I enter into terminal

Code: Select all

xfce4-panel
I get

Code: Select all

xfce4-panel: there is already and instance running
I have tried

Code: Select all

sudo dpkg-reconfigure xfce4-panel

Code: Select all

sudo apt-get -f install --reinstall xfce4-panel
but still no panels appear. Any help would be appreciated to avoid reinstall
