Xfce Panel and Desktop Settings resetting on reboot

Desktop: Xfce 4.16.0 Distro: Linux Mint 20.2 Uma base: Ubuntu 20.04 focal
Symptom: Xfce consistently loses panel and desktop settings after reboot.
Perpetrator: /etc/profile.d/mymotd.sh created from a terminal command in order to display neofetch when a user logs in with a terminal:

Temp Fix: FIRST sudo rm /etc/profile.d/mymotd.sh THEN restore any .config files from a recent backup, then reboot. Alternatively to restoring .config files (after deleting .sh file), you can reset xfce to default mint settings.
Question: The command is immediately successful in that it then displays neofetch whenever a user logs into ssh, but the side effect causes xfce settings to be consistently lost after every reboot until .sh file is removed. What could be causing this?

Can another user test this? I would like to know if it’s specific to my environment, I can list my pkgs.
To test safely, back up all of your config files (specifically XFCE) and then prepare to delete / sudo rm the sh if you get same issue then restore files then reboot.
