Android mobile and tethering

I would just like to ask:
is tethering possible with any mobile equipped with Android 2.2+ easily and without necessarily rooting it?

Thanks a lot!

(I have a tablet without 3g connection and therefore I would like to understand if it makes sense to buy a new (and cheap) android mobile or a (more expensive) portable hotspot 3g).

I don't know if it works across the board, but I've had good experiences in that regard.
Android 2.x mobile, Android 4.3 tablet, also tested a couple of other devices. Tethering has worked every time.
Home PC: Xubuntu 14.04 x64, Nvidia GTX650, i7 3770K, 16GB RAM, Asus Xonar DX
Work PC: Mint 13 x64 XFCE, Nvidia GT620, i5 3470, 8GB RAM
Laptop: System76 Kudu Pro, Xubuntu 14.04 x64

should i install a specific app or can I do it via android menu?

Does your cell provider specifically support tethering.
Not all do.

I haven't needed to install any apps, no. Just through connecting with the phone and enabling USB tethering in the settings.

Just download and use WiFi tether for root. It worked for me when I was using 2.3 and now I use 4.0 and it still works. Don't know about 4.1 I get a up date to it soon and tell you if it and tell you if it works. Looks like its carrier specific now. Time to use a market spoofer :)
The best way to learn from it is break it OS's (is there a plural for OS?) included.

I just plug it in with USB and turn on tethering. My PC and laptop both recognize it as an ethernet connection

The carrier or the data plan isn't a problem for me. I'll buy an unbranded one.
I'd just want to know if the device can easily produce a wifi signal. Better if I can avoid rooting it.

I wonder if this option is present even in the main menu of any android (unbranded) device 2.2+ like here..

My Samsung Galaxy Y runs on Android 2.3.6 and has no problem providing both WiFi and USB tethering. No root access required, and also no downloads nor any other changes required. It worked first time with both my tablet (Samsung Tab 8.9) and the laptop (Linux Mint 13). :D

USB tethering works faster and more smoothly than WiFi tethering - presumably because the phone doesn't need to manage both the WiFi signal and the mobile phone connection (usually UMTS or sometimes GPRS for the Samsung Galaxy Y where I live).
