No hating, just a very rude suggestion . . .

Wipe: Ubuntu
Install: Mint

Seriously, this would be the easiest and fastest way to get what you want. It will make your sister very happy. I am assuming from your requirements, you want Linux to look a little more familiar to Windows users. If the computer is reasonably new, install the Cinnamon edition. Older, less capable machines should use the XFCE edition.

By the time someone explains all the steps you need to do, and you perform them, you could . . .

1. Backup your sister's pictures and documents
2. Download the Mint .iso
3. Burn it to a disk or USB stick
4. Install Mint on the laptop
5. Transfer the files from Step 1 back to the drive.
6. Tell your sister she owes you.

PS. The biggest advantage of doing this is that your sister can join this forum. It is certified gluten free, contains no GMO's, artificial colors, or preservatives.

2, 4, and 5 I think you can change with Unity Tweak Tool. So install that if not already installed and dig through the options.

1 and 3 aren't possible on Unity AFAIK. So I have to agree with waldo; your sister seems to want Linux Mint

Everything you want is common and I agree. Sounds like you should install Mint

But you can change the Close and Minimise buttons
And there is a application that can be added to setup a panel at the bottom, but the one at the top must remain
Linux Mint 19.1 Cinnamon
