...open it in Xplayer (Videos), File - Properties...(out of my mind, that is probably the most user-friendly way...)
View - Sidebar -> untick that to hide the info afterwards...

On VLC...Tools - Media / Codec Information...
If you want even more detailed & advanced info, not just frame rate, install Mediainfo...
