I now have 18.3 Cinnamon and LM19 Cinnamon on my laptop...
it is a speedy little toy with SSD and 12gB RAM.
after using Tara now for 4 or 5 days, I am enjoying the faster speeds of the applications, and for some reason, it is faster on the internet also.
But, there is a whole laundry list that I am building of little things that really irk me with Tara.
I was not a Mint user during the prebuild and first release of 18.x Cinnamon
How long does it typically take to get the bugs ironed out?
I just now, had to quit using Tara and come back to 18.3 so that everything works like it should

Honestly, I think this really depends on your hardware.
I have a 2011 MacBook Pro 13". I almost entirely run it in what used to be called "desktop replacement mode".
Connected to it is an Ultra USB hub with port reader, a set of Logitech USB speakers, a Logitech keyboard and mouse (both wired), and an HP LaserJet P1102W.
Everything works seamlessly out of box except for wireless (there's full support for it, but LM never has and seemingly never will include those drivers), and my printer requires an additional software component downloaded directly from HP's servers.
There is, for me, absolutely not a single way in which 18.x or earlier is better than 19. Like you, 19 is snappier and smoother. For me, my system fans very rarely are sped up, and that's only during what I know are heavy load events.
As I said, experience will vary depending on the box in question.

I think I will wait until 19.1 is released before I try it again.
I was looking at LM 18 Sarah reviews and it seems that had its share of issues, too. Probably a good idea to just wait for the point releases before updating. LM 18 is supported until 2021 anyway.
