Not sure if it's what you need, but have a look at Hiren's bootCD with WinPE. The old version has WinXP:

Wouldn't the Mint USB writer do the job? As far as I know it's a regular .ISO .. the old Windows HDD I use for storage contains a Win10 image. If I forget to disconnect it and the machine is set to boot from USB first, it will boot into the Win10 installer.

I assumed so also. rene says no. I take his work for it. Special format, IIRC.

No. The Windows iso requires special handling.
Coming to a thread near you: Lots of bragging about my AMD 5950X. Currently delayed due to high demand.
It's pronounced kad-eye-cha, not kada-itcha.

Let's bear in mind, what you have is a Windows problem. Why don't you try the Windows solution, WinPE?

As an experiment I downloaded the latest Win10 Pro 64-bit ISO and this boots fine in a VM when attached to a virtual optical drive.

Unfortunately the connection on my optical drive is playing up so will have to test physical media (DVD) later when I find the other cable which usually works; I'll let you know the results.

I also had a lot of trouble making a bootable usb-stick with win-10.
Not bootable, or bootable and crippled content... and so on...
At last I used the MS supplied usb writer, which did work fine.
You get the option when you download win-10 for another system. as far I can remenber.

Neither of those is the same as burning to USB flash drive (or even much similar). If you want to confirm this to yourself, try that.

I recently used the Woeusb program to create a Win10 usb and successfully installed it. I learned about it from this article:

https://itsfoss.com/bootable-windows-usb-linux/

(the article describes 2 ways to create a Win10 usb, Woeusb is ~halfway down the page. I installed Woeusb from the repositories and everything worked.

I too first tried the Mint USB Image Writer, which will write the iso to the USB, but then in the Windows install one gets a 'missing drivers' error.
