How to check if AMD R9-290x running at best performance

Greetings all,

I have been struggling to get Linux Mint 18.2 installed on my desktop for the past few days due to video issues. After reading tons of forum threads, I was finally able to get it running with the latest Mesa drivers via the "padoka" PPA. I have an Gigabyte X9-UD4 system with an Intel 5960X CPU running at 4.3GHz, 32G RAM, and an AMD R9-290x video card driving 2x 27" displays.

I tried installing the latest AMD Pro GPU drivers per the forum thread: viewtopic.php?f=59&t=248059 but kept getting black screens on boot. I removed the AMD Pro GPU and switched back to the Mesa driver. My concern is making sure I have the latest driver that gives the best performance. I downloaded the Heaven benchmark and only got 16-20FPS whereas Windows gets around 60FPS. I know there is a performance disparity between Linux and Widows, but this like a huge gap.

Thus, my question: how can I check to see if the video card is running at max capable performance? Output from "inxi -Fx":

Hi, have you had that performace with radeon drivers installed as you shown with "inxi -Fx" command? I guess that the AMD drivers would give you better performace (I test some games with steam valve like Alien with the defautl radeon driver, and before you start up the game it gives you a warring about performace might be degraded with this driver)

I also had a black screen trying to install 17.40 amdgpu-pro drivers from AMD.

May be if you search for errors in logs when you get the black screen we can share it and look for a solution.

For start, you have the same kernel and Linux Mint version as me. But I have AMD cpu and you Intel, anyway we have the same black screen with this amdgpu-pro driver.
