Mint 18 & 19. Cannot install NVIDIA GTX460

Firstly I read through topic 117643, "How to install the Nvidia proprietary drivers in LinuxMint" but doesn't work for me.
I can only boot into Mint via recovery mode with root terminal.

I have 64 bit driver for my GTX460 on USB drive but the drive is not recognised on either USB 2 or 3 slots, i.e. fdisk -l doesn't show USB drive.

Note in Windows 7 the USB ports work fine. Pretty well stuffed at present.
