Haswell On-Board GPU (HD4600) and Cinnamon

I tried Manjaro 18 (KDE) for a day and although I had to reject it for various reasons I did notice that KDE was buttery smooth on my Haswell CPU's integrated graphics.

Mint 19 is kinda jumpy and stuttery, on the other hand. Video playback is smooth, glxgears runs at 60fps with no tearing and uses only 2% CPU. But animations within Cinnamon along with the smooth scrolling in FF and Chrome are not nearly as nice as KDE was. In Chrome I can disable hardware acceleration and the scrolling looks exactly the same.

Is this a case of needing a better GPU because Cinnamon leverages a feature not present in Haswell? Or should I look into alternatives to the modesetting driver (are there any?) or perhaps some configuration tweaks?
