Hi!
That's a new computer, first installation Linux Mint above Endless OS.

If I upgrade, for instance, to 4.13.0-45 or 4.15. I have infinite boot with some artefacts in logo place.

sudo add-apt-repository ppa:oibaf/graphics-drivers
sudo apt update

I installed new drivers but it could not help.

Was there a specific show-stopper that made you select 18.3 instead of current 19/19.1?
Personally, that's what i'd try myself first. But if you prefer 18.3 for a specific reason, i would start with:
1) I'd first make sure that no packages are withhold from Update Manager - check it's settings & adjust them:
current Mesa under 18.3 is 18.0.5, not 17.0.7 as per above...
2) Update xorg to a more recent version...
apt install xserver-xorg-hwe-16.04 xserver-xorg-video-all-hwe-16.04
3) Then i'd apt purge xserver-xorg-video-intel, so that it defaults to kernel's modesetting...
4) Try a 4.15 kernel, as it is a supported one...plus, it should be more mature for your Gemini Lake.
5) Then, and only then, if things still don't work as they are supposed to, i'd consider using a ppa...

(also note that it's a (very) good idea using Timeshift / making back-ups before messing up with such...)

EDIT: if you do upgrade to a newer Xorg as per above, you'd then need...
apt purge xserver-xorg-video-intel-hwe-16.04
If you don't (ie. you skip to 3 directly), then just use the previous command...

Thanks, for answer.

I can't upgrade kernel to 4.15 or install Mint 19, 19.1. I have blinking screen: black - grey - balck - grey etc. And artefacts near cursor or instead Mint logo.

Does nothing.

I solve problem with display resolution by upgrading to kernel 4.13.0.-16.

...then this is something that goes quite a bit deeper i'm afraid.
Actually, the above did something, it gave you a newer Xorg & also got rid of the obsolete driver,
it simply didn't gave the desired effect... :|
Updating to newer Mesa still a requirement though...

Try the following...
gksudo xed /etc/default/grub
Change the line there as:
GRUB_CMDLINE_LINUX_DEFAULT="i915.enable_psr=0 i915.enable_fbc=0 quiet splash"
Save, then run sudo update-grub. Those 2 parameters are supposed to help with the screen corruption that you mention...
You can also test them individually, ie. not add both of them at the same time.
No guarantee though, such deeper issues are usually to be researched over at bugzilla...

Edit: Seems the EndlessOS devs also disable fbc by default currently for Gemini Lake
(since you mentioned such above):... https://github.com/endlessm/linux/pull/422
