Since the last update my screen always stays on despite the power settings telling it to turn off after 10 minutes, also the 'suspend when inactive for' option doesn't seem to work as I set it up for 2 hours and after 4 hours the computer is not suspended.
I noticed that after rebooting the machine and leaving it with the log-in screen on, the monitor does turn off but once I log-in the power management stops working properly. Any help would be much appreciated.
Also I have the panel set up for auto hiding but it stops working sometimes and just stays visible. I never had these problems before. I'm running Tricia 19.3, Cinammon.
I'm using an external monitor but even without it nothing improves.

What does that mean? Not everyone gets updates on their systems at the same time.
If you meant a kernel update, you can roll back to the prior kernel by booting into grub and selecting the old kernel.
Please supply the full inxi requested in Section 5 of READ: How To Get Help! so we get a better idea of how Mint sees your hardware.

You have not indicated what update caused the change. It's often easier to troubleshoot issues when you can identify what you think might have changed. Was it an update? Did you add any new software (or update the software)?
To revert to an earlier kernel, boot into grub and go to the Advanced options to select the prior kernel (or another earlier kernel). If you do not normally see grub when you boot, hold the shift key when booting to see grub.
Or you can revert to an earlier Timeshift snapshot of when the system was working if you use Timeshift.
There may not be an option for you to update your BIOS, but I wanted you to know the final BIOS version was 1.52 according to BIOS update utility for Windows 7 (32-bit, 64-bit), Vista (32-bit, 64-bit), XP - ThinkPad. When checking the ReadMe for that BIOS, I noticed there was mention of:
"- (Fix) Fixed an issue that might fail to go into standby/sleep state or resume
normal operation from standby/sleep state."
in version 1.46. I do not know if that might be related to your current situation.

It's Chrome Developer Tools opened in a separate window. If I close that window than the screen switches itself off according to power settings, if it's on, power settings stop working. With the older kernel (5.0.0.32) this issue doesn't exists. Well, I will just shut the developer tools window when leaving the desk. Not a problem. I don't think I will intend to update the BIOS, I don't have Windows 7 installed anymore.

That kernel is no longer supported. However, the 4.15 kernel is the LTS kernel for LM19 and is still receiving support. You have the choice of using either the 5.4 or the 4.15 kernels. If the 5.0 kernel worked, maybe the 4.15 kernel will also. If you want to try the 4.15 kernel and need instructions to try it, let us know.
I do not know why that one particular program might be an issue.
