Strange FPS issues after going from Nouveau to Nvidia driver 460

I just installed Mint MATE 20.1 in a dual boot configuration with Windows 10. I noticed performance wasn't that great and decided to install nvidia drivers. Everything runs fine at 2560x1440 144hz on Nouveau, but after switching to nvidia-driver-460 every application, window, etc now updates at 60 fps, but the mouse cursor moves at 144 fps. It's frankly driving me crazy.

What's weird to me is that if I run

, it runs completely fine and is visibly 144 fps on my monitor, and yet even just scrolling in chromium or moving the window around is clearly 60 fps or maybe even 30 fps.

I did find a couple other people with a similar issue, but their problems either had a different cause or went completely unsolved. Any help would be appreciated as I'm using Linux to start a new job, and the fps is going to make me lose my mind haha

Nevermind, for some reason using a Compositing window manager with the nvidia driver makes windows run at 60 fps. Switching to a different window manager (in my case Marco + Compton) fixed it.

Nevermind again! Sublime Text was still stuck on 60 fps, and in trying to fix that chrome is now also stuck to 60 fps. I'm frankly dumbfounded as to what could be causing this. Do I need to perform a clean installation and follow some specific steps to make sure my GPU is working properly with Linux?

I ended up just wiping the whole partition and starting over with Linux Cinnamon this time. I ran into a different issue where my nvidia driver wasn't loading during boot, but I fixed it by following the advice from viewtopic.php?t=327160
