linux mint gtx 1070 slower/laggy

Hello,
I recently bought a used gtx 1070, and after changing gpu and installing drivers linux mint seems laggy(everything else is good). The snapiness what i had with my old card is notably gone. For example, saving even a small excel fail takes around 2-3sec. Ive already tried other distros (Ubuntu, Pop OS) but the problem seems to persist. Also tried other drivers Xorg, nvidia-drive-390/450 which i changed under Driver Manager.
At the moment im running MATE, but i really liked Cinnmon. Hope someone can help me with this!

You bought a used graphics card, so there is always risk involved in that. Maybe there is something wrong with it?

Saving an Excel file should not have anything to do with your graphics card, but your hard drive. Boot into a live install USB and check your file system with fsck /dev/sdxx (where sdxx is something like sda5) and also run tests on your drives with smartmontools where the command is something like:
