refresh rate can't be changed to correct one

Hello
I just plugged my old TV to pc (as second monitor) but there aren't any other settings in "display" "refresh rate" only 24 and 23,98 but when i used same setup with same cables in windows my tv was working well on 1920x1080@60
tried to change it with xrandr but i got only black screen (im not sure with this command what to do, so i tried to google it)
this modes have my monitor(tv):

Please do the following in a terminal prompt inxi -Fxxxrz and then paste the output in a code box using the </> button.

Also how are you connecting this monitor to this computer?
HDMI, VGA, DVI, Composite, Component.

Try getting the 5.11 Kernel.
To get it, open the "Update Manager"
Click on view>Linux Kernels
Select 5.11
Once installed, reboot
Test screen refresh rate

I installed 5.11.0-38 kernel and it didn't helped
display settings still dont show 60hz on 1920x1080 mode (only on lower resolutions)
i tried

xrandr --rate 60
but monitor just stopped work until i changed settings again

How old is this TV?
TVs use either 24.97i, 25i, 29.97i, 30i, 50p or 60p vertical line draw rates.
i is Interlaced frames
HDMI 1.0 and 1.1 can do 1080p60.

Have you tried changing settings in System Settings>Display?

I dont know how old it is, but its old
i tried this menu bude i have only 24p
i made sure that im not using old HDMI (tried other cables) and with cable that i use now i can't set it to higher frame rate
(i have dualboot with windows and i cant use that tv without problems on 60p)

When you are at 60hz under windows, what resolution are you displaying at?

Your xrandr output shows that the TV supports 60hz at 1280x720 (720p) but not at 1920x1080 (1080p)

Could it be that you are using the lower resolution in windows and that is why 60hz is working? Have you tried the lower resolution in Linux?

If not, it looks like the system is detecting the wrong available resolution and refresh rate combinations under Linux, and that is a different problem which I do not know how to resolve.

Older TV's are honestly hit or miss with both Windows and Linux. Sometimes they work, sometimes not, and just because they work on one, does not mean they will work well on the other, unfortunately.
