[SOLVED] Thin black bars extending horizontally to half the screen appear when moving the curser
I had the same problem in Ubuntu as well. https://imgur.com/Ic5Vy7S heres a video of the problem.

It may relate to the i915 graphics driver, but first I would recommend upgrading the BIOS/UEFI. This link Dell Inspiron 15 7510/Inspiron 16 7610/Vostro 15 7510 System BIOS indicates the latest is version 1.10.0.

If that does not help, adding the kernel parameter
i915.enable_psr=0
to grub seems to clear a number of Intel issue although I do not know if it will help in this one. You can use the following information How to add a kernel parameter to temporarily or permanently add the parameter. When you add it temporarily, it adds it only for that current boot cycle, so if, for any reason, it seems to cause issues or it does not work, all you need to do is reboot to clear it.You might also want to try the 5.17-oem kernel. This temp is a bit on the high side, but it might also be normal for what you were running at the time.
