(SOLVED) LTS release?

I've read somewhere that Mint has a long term release up to 5 years and I was wondering how do you know when it's time to upgrade it?
Do updates suddenly become unavailable or is there any notification we get?

You can always check your release end of support date here: https://linuxmint.com/download_all.php

End of support and options for upgrading will be announced here on the forums, on our blog https://blog.linuxmint.com/ and other websites.

And when it's time, do you have to do a fresh install and have to reset everything again?

It's recommended to do a fresh install but there is a way to upgrade in place without reinstalling. As an example, see instructions for upgrading from 18.3 to 19: https://blog.linuxmint.com/?p=3615

Yes, but I strongly recommend to do a clean fresh installation when upgrading from one Mint series (e.g. 18.x) to a newer Mint series (e.g. 19.x).

Upgrading within a series (e.g. from 19 to 19.1) can safely be done in-place, i.e. without a clean installation. That's because within a series, the underlying codebase remains identical.

True except that a web upgrade from 17 to 17.1 broke the Intel video on my laptop, so the 2nd part is false really.

The morale of the story I guess is to always do a fresh install.
After all, it only takes maybe an hour to redo all the settings every 4 or 5 years
