Why is there no version 17.4? Canonical already released 14.04.4

All Mint 17.x versions are based on Ubuntu 14.04 LTS. The .x part of the Mint version number has to do with Mint-specific updates, not Canonical ones.

The next Mint version will be 18, based on Ubuntu 16.04 LTS.

(This is my understanding, anyway - someone please correct me if I'm wrong).

As already said and confirmed by the people above me. :)

I think this is a good policy: no use in spending developers' time and effort on 17.4, because the upcoming 18 ("18.0") needs all their time and attention.

Ubuntu has more developers. And also more demand from corporate/business users, who are typically the kind of users who would want Ubuntu 14.04.4 instead of waiting for Ubuntu 16.04 ("16.04.0"). Because businesses (quite understandably) always try to avoid the teething troubles of a completely new version.
