Upgrade to 18.2 from 17.3
I am presently running Linux Mint 17.3 Cinnamon 64 bit (Rosa), can I upgrade to 18.2 without destroying all my data and setup? I guessing that the answer is NO; however is there anything I can do other than starting over.

Yes, this is a matter of a fresh install.
If your home can get preserved depends from the question, if this is stored on an own partition.
But in any case: Backup our user data at first!
And wait, until 18.2 is released as final release. The current beta is not meant to replace a current system.
