When will security updates stop for mint cinnamon 17.3 and what can i update to 18,?

17.x support ends in April 19 so you can hold fire for a little while yet.
There is an upgrade path from 17.3 to 18.x - https://community.linuxmint.com/tutorial/view/2316
Most users would recommend a fresh install rather than an upgrade as some people have had issues with upgraded machines jumping from 17.x to 18.x.
Mint 19 is intended to be released in May/June 2018 so you might want to wait and do fresh 19 install when it's out - you'll be good for another 5 years then.

You might want to mention the hardware. Some people have problems with the Linux kernel release for older hardware. The kernel problems appear to be on hardware more than 4 years old but not on many types of old hardware.
I recommend LM 18.3 Cinnamon as as a good step forward with worthwhile improvements. You can then start using Timeshift and other improvements. I used a clean install of 18.3 as I had removed a bunch of old applications and it was time for a cleanup. The kernel in 18.3 was the new version I had switched to in an earlier LM to fix a problem.
