I don't know were to post this, feel free to move it to the right location.

I have some bugs to report, I'd like to know where to report them to.

Linux mint, I've never submitted a bug report but I have quit a few bugs that I've run a cross over the years some of witch haven't been patched yet.

Don't know but I guess that's the place to bring an issue to the attention of the developers.

That depends on whether the bug, if it is one (often they aren't), is a MInt bug or if it's upstream.

how do I know weather it's upstream or not? (I know what upstream means but how do I know if it's upstream or not). most of my bugs are with the UI and mint-tools(at least I think it's called mint-tools).

Take a read of this......

Then provide us with a summary of your current system - inxi -Fxz

And then a summary list of the bugs you have found - which application and a brief description of the problem.

We may then be able to....

1) Assist to troubleshoot / fix / replicate
2) Check to see if it's a known issue and already reported and or fixed in a later version.
3) If not guide you to where it should be reported.

You have to understand that dev bugzillas are at another level from forums like this so you'll have to get your ducks in a row a lot better to get taken seriously there.

They used to have "launchpad" like Ubuntu but that was removed once they found out Mint users where actually submitting bug reports to it: https://bugs.launchpad.net/linuxmint

This is actually a good question. In my opinion since you are already a forum member, the first place you should bring up your problem is here on the forums. Do a quick search. See if there are other threads about people having the same issue and read them. If you don't find anything, open a new thread about your problem. There are a lot of very knowledgeable users here who can help you determine if this even is a bug. They can also help you do the initial troubleshooting to see what the cause might be, where the problem might lie, etc. There are only so many Mint devs and they can only do so much. We MUST rely on users to put some time into troubleshooting the issues they find before reporting them. The more complete and thorough your bug report is once it's submitted to the devs, the much better chance it has of actually being fixed. There are a huge number of variable involved with different hardware, installed packages, and the like that if you don't provide the devs with enough info to actually reproduce your issue, we will likely never be able to fix it.

Launchpad was problematic for us for multiple reasons. One being the issue of keeping track of bugs across multiple place. Many of the bug reports there were being completely missed by the people who needed to see them. It's also awkward to work with. All bug reporting know happens on github. There is now a generic linuxmint repo on github where you can report general Mint bugs that don't have a more appropriate place: https://github.com/linuxmint/linuxmint
