Screen Brightness Dark

Thinkpad T61
Mint 5.1

When I lock my computer or when it goes to idle it then turns the monitor off or the brightness all the way down so it is black. When I come back though the screen brightness isn't reset to its default bright level I have it at 90%, instead it sets it self at about 20%

Edit: The laptop is plugged in.

Any idea why this is happening?
