The announcement you posted this on linked to the release announcement https://blog.linuxmint.com/?p=3787 which starts of with:
Linux Mint 19.2 is a long term support release which will be supported until 2023.
After April 2023 it will become unsupported and you will no longer receive security updates if you're still using a Linux Mint 19.x release.

The beta release of Linux Mint 19.2 was almost three weeks ago, see https://blog.linuxmint.com/?p=3774. A beta is a public test before a final release.

As of TODAY (2 august) LinuxMint 19.2 is the newest stable version. And according to many users who were testing the beta version it works flawlessly. The stable version of LinuxMint 19.2 is the newest, it is the best. And it is long term.

It's both beta and lts. You don't have to upgrade to the stable, just keep doing updates.
