If it's something about Linux Mint Cinnamon the operating system put it here viewforum.php?f=29. If it is about a specific program or software such as Cinnamon desktop environment put it in the respective GitHub project but search first for (open or closed) similar issues! When submitting a feature request, try to indicate this in the issue title so that it’s immediately clear to developers that they’re not looking at a bug report.
