or Possibly to mix languages, Qiturah. which is a mix of the Hebrew Qeturah for Incense, and the Arabic Qitarah for Fragrant. as they are from the same root it should be recognizable by both.

Not really a personal name, but it's the name of an ancient fictional language invented by J.R.R. Tolkien.
Since there aren't a whole lot of European female names that begin with Q, might as well go imaginative.
