I think the granularity ... ie number of steps ... may depend on your sound card.

Mint can do that for as long as I can remember. I've been using it for those low-volume Youtube videos.

But keyboard control do it have more than 16 steps? For what i know has always 16 steps as Android/iOS, no mather what soundcard you are using.
