I like dedoimedo's reviews but I find these sort of differences of opinion are the norm in Linux reviews. They just test it on their own hardware and it may work much better on one's than the other. I don't expect anything definitive from those reviews.

I have 4 computers (2 desktop towers, 2 laptops) so the hardware is definitely different for each computer and 64 bit Linux Mint 19.1 (Tessa) Xfce runs great on all 4 of my computers.

I came back to Mint after a few years on stock Debian. I was just looking for an easy way to get the newer kernels for AMD video support. I have to say I am very impressed with the Cinnamon Mint 19.1 I am running at this time!
