Ok so it uses the 5.15 kernel, does it remove the old 3gntfs driver?

Once the bugs are squashed as via the link xenopeek provided.

As far as I'm concerned, it drops when it drops. Considering the amount of work going on behind the scenes, I think a little patience is required.

According to this link there are no open issues so release must not be far off.

Suggested approach: wait for Clem's official announcement that Linux Mint 20.3 (Cinnamon, xfce, Mate) have been released.
Cf. Clem's most recent blog post: Happy New Year 2022!, which actually is about the upcoming release.

Bad sites?

As always, the release isn't done until it is announced on https://blog.linuxmint.com/. A last minute discovered issue can make the team pull the pending release and need a new ISO. It has happened before. The announcement will include need to know information such as what's new + known issues and workarounds. When the upgrade path from 20.2 opens it will also be announced on the blog (and IIRC a notice in Update Manager itself).

He probably grabbed the 20.3 mintupdate from the repo. I wouldn't try this. Wait for the proper upgrade when it's ready.
