I suppose that's subjective, but here's a list of the improvements -> http://www.linuxmint.com/rel_julia_whatsnew.php
The advantage to Linux MInt 9 LTS is the extended support time.

Yes, and newer [updated] packages. So theoretically Linux Mint 10 could have better performance from newer kernel version, etc.

Mint 10 requires 512MB because it fails to install from the live CD/DVD with 256MB of RAM. It works with 384MB and a pre-installed SWAP.

On your computer it's the CPU and RAM speed that's slowing things down and not the RAM amount (but more RAM is better for caching and avoiding SWAP). You can check this with top or free. You may want to give Mint XFCE or Mint 10 LXDE a try.

thats how linux made gnome its slow because they dont know the way to program for ram its the amount not the speed that counts

You mean KDE? It uses even more RAM than Gnome. Yes, this is true, I never used 1GB of RAM in my Gnome days (when not playing memory-hungry MS Train Simulator) and now at KDE my normal RAM usage is 1,5GB.

Just went for a ride with Mint 10 (GNOME) in Virtualbox with 1.25GB of RAM, didn't use this VM since the beginning of April. Used top to check RAM usage.

After boot only 430MB of RAM was used and 280MB were cache.
I updated the VM and RAM usage went to 800MB (cache: 600MB).
Then I open Firefox and went through some of the default bookmarks, RAM usage was up to 900MB and cache was between 600MB and 700MB.

Notice that the VM never used all the available RAM. If I added more RAM to the VM it wouldn't improve the performance because it would not be used for this tasks but if the RAM was faster (or the CPU) then it would improve performance. Just use the top command on a terminal to check how your computer is using it's CPU and RAM and you can see what's slowing it down.

You sure can run out of RAM if you open lots of programs at the same time and more RAM would be better because you can run more programs at the same time and because you have more RAM to cache your harddrive. But if you are not swaping, if you are not using your RAM for more caching and you are not running more programs then you don't benefit from extra RAM because you are not using it. In this case you can improve performance with a faster CPU, faster RAM (usually means a new system/bus/memory technology) and a faster HDD.

I use on occasion a Pentium M 1600MHz, a Pentium IV 1800MHz, a Athlon 1466MHz and a few more system with a CPU speed close to yours and GNOME (or KDE 4.x) always feels slow/heavy and it doesn't matter the amount of RAM the computer has. If you want something faster you need to move to Mint XCFE, Mint 10 LXDE or start with Debian 6 gnome-core and install only what you need. If you really want a fast full GNOME desktop on your system install Debian Woody or Sarge.

I have found that Mint 10 has issue as does FF 3.5.
I had to reinstall Mint 7 Gnome in my laptop as no one could give me an easy fix for an administrator login. Not a big issue as I have an external drive for backups.
I decided to try NO Updates and everything works just fine. A month or so ago I put Mint 7 Gnome in my desktop with no updates and no problem.
I love the operation of Mint and the security of Linux. The Gnome desktop with a couple icons is great. Since I have a life I do not need an exciting desktop.
The only issue I have with using Linux is to not develop and holier than thou attitude with Windows users. I still use Vista with Real player for You Tube videos into MP3 format.
