Gimp is good and photoshop people will love it because it also has a steep learning curve !
Photoscape is a better option for casual users would don't want to do overly complex things with their images.
Based on the comments on the linked article, it sounds as if krita may be better again with support fro layers in psd format !

You've sort of got it backwards. While Gimp has a steep learning curve, it is COMPLETELY unsuitable for professional use. For the usual sort of reasons, lack of proper support for Pantone and a common proprietary file format used in the industry,
