Hm. No need to resort to the minimal installation .ISO just in order to stay below 1.3 GB.
The Xubuntu 18.04 32-bit and 64-bit installation .ISO image files, both are 1.3 GB, no more.

This new minimal install is available as an option within the regular iso. So, even if you want to go the minimal install route, you need to download and make a Live USB (or whatever) of the full install.
