That doesn't surprise; Linux Mint 19 is in active development and not released yet so various components of Linux Mint will not be ready for Linux Mint 19 yet.

I'm running Mint 17 xfce, and I used the latest unetbootin (657) to make a Xubuntu 18.04 stick with 4 gb persistence, without problems.

An alternative in Ubuntu 18.04 is gnome-multi-writer. It is able to format a stick before writing, but cannot simply format (without writing anything). For that, use "Disks" (gnome-disk-utility). If the usb stick already contains a live Linux, it is a bit trickier: first, select "Format Disk" from the top right corner (NOT "Format partition" ), then select "Partitioning: No partitioning". And only then select "Format partition" , FAT, Next, Format.
